In July 2013, Chinese President XI Jinping urged the Chinese Academy of Sciences (CAS) to "take the lead in building a high-end national think tank in science and technology" during his visit to the Academy. In November 2015, CAS was identified as one of the first 10 pilot organizations directly under the government to build China's first-class think tanks, with the priority given to the establishment of the Institutes of Science and Development, CAS (CASISD). In view of the new conditions and new tasks of think tank construction, the CAS leadership decided in January 2016 to set up CASISD with a legal person status on the basis of the former CAS Institute of Policy and Management, in order to effectively integrate the scattered resources in thinktank research and give full play to the trinity role of CAS as a research institution, department of CAS academicians (the CAS Academic Divisions, CASAD) and educational institution. A comprehensive and integrated platform of high-end national think tank in science and technology was thus created by pooling elite research forces from relevant CAS institutions. In October 2016, the CASISD establishment and staffing won the approval of the State Commission Office of Public Sectors Reform.
Over the past seven years, CASISD has played its role as a comprehensive and integrated platform for building a high-end national think tank in science and technology. Serving the government and CAS, it has produced a number of important think tank research outputs, which provide powerful support for the national macroeconomic decision-making and effective support for CAS innovative development. Apart from the remarkable contributions to the pilot program of building national top think tanks, CASISD's significantly enhanced influence in decision-making, academic, social and international spheres have been recognized by the Council of National Top Think Tanks, relevant decision makers, CAS, domestic and foreign counterparts, and the general public. At the end of 2019, CASISD on behalf of CAS ranked top in the comprehensive assessment of the pilot organizations of building high-end national think tanks.
